A. Fletcher Mangum, Ph.D., Senior Expert
A. Fletcher Mangum is a Senior Expert at Empiris LLC. He has over two decades of experience in quantitative analysis and policy development at both the federal and state level. Dr. Mangum earned his M.A. and Ph.D. in economics from George Mason University and his B.A. in economics from the College of William and Mary.
Since 2003, he has worked as a consultant in Richmond, Virginia serving the needs of a variety of clients such as AREVA, Barr Labs, local workforce investment boards, state and local government agencies, Northrop Grumman, Verizon, and Walmart. His areas of specialization include economic development, forecasting, impact assessment, industrial organization, regulatory analysis, and workforce analysis.
Dr. Mangum has previously served as Associate Director and Chief Economist for the Virginia State Council for Higher Education, where he supervised development of the Council’s recommendations for Virginia’s multi-billion dollar higher education budget, oversaw the enrollment forecast process, and worked closely with the business community to improve the nexus between higher education and business in Virginia.
In addition, Dr. Mangum has been involved in quantitative analysis and policy development in many other key areas:
- As Senior Economic Analyst for the Virginia Department of Planning and Budget, he played a key role in developing the program Virginia uses to assess the likely economic impact of proposed regulations, supervised the top-down review of all existing Virginia regulations, and coordinated the development of Virginia’s budget driver forecasts (Medicaid, state and local inmates, and college and university enrollments).
- As Senior Economist for the Federal Judicial Center, the federal courts’ research agency, he worked on developing the federal courts’ first long-range plan, modeled likely consequences of proposed institutional changes (e.g., changing the federal rules of procedure for bankruptcy appeals, structural changes to the appellate courts), improved the methods used to forecast federal caseloads, and served as an advisor to the National Center for State Courts on developing procedures for assessing the impact of proposed legislation on state court workloads.
- As Director of Billcast, a service featured on LexisNexis, WestLaw, and StateNet, he developed and oversaw a program that forecasts the probability that bills introduced in the U.S. Congress will pass various stages of the legislative process.
He currently serves as President Elect of the Virginia Association of Economists.
